Virus Infection?

My pc was infected by Downloader.MisleadApp.



I tried to delete the file where the infection is, but failed. Also tried to delete it when the pc is at Safe mode but failed too.



NortonAntivirus failed to delete or repair the file.



The infected file called eulbn.dll, located at the windows folder in system 32 folder.



Can anyone advise me how to get rid of the file?

Load in normal mode but run in Safe Mode after turning off System Restore.
